Certification, in which compliance with defined requirements for products and services, systems or persons is confirmed by an accredited third party, is a decisive component in the optimisation of processes. Such certification brings numerous benefits and potential for your company: continuous improvement of operational processes while minimising costs and risks, resulting in an increase in competitiveness, an enhanced image among your stakeholders and greater customer satisfaction. Procedure

As part of the preliminary audit or document review (audit stage 1), the management system documentation of the organisational units to be audited is checked for conformity with the above-mentioned standards and the result of this audit is documented. In addition, discussions and a brief inspection of the organisation's site take place. Finally, readiness for the Stage 2 audit is determined. This audit step is followed by the on-site audit (audit stage 2).

In the on-site phase (audit stage 2), the organisation is audited with regard to the conformity of the established and documented processes with the requirements of the aforementioned standards. A significant proportion of the necessary interviews are conducted with the management and employees of the organisational unit to be audited and documented accordingly, as the introduction and maintenance of a management system depends on the direct involvement of management and employees.

Surveillance audits are audits that are repeated at intervals of no more than 12 months and are necessary to ensure certification or maintenance of registration. In this case, a document review and an on-site audit are carried out as a combined audit section within a reduced framework and are included in the scope of this contract.

If the requirements of the standards are met, a certificate is issued, which is generally valid for three years. Following this, a new certification cycle begins with recertification. If interested, KPMG will issue a certification mark with which the client can refer to its certification status.

The scope of the certificate can be extended or restricted under certain conditions; the certificate can also be suspended or withdrawn. Certification can be restored if the standard requirements are once again met.

Validation

As part of a validation, specialists from KPMG CERT GmbH provide objective proof that the right system has been developed for a specific application or use in your company. This means that the question of how well and with what success a system works is less important than whether the right system has been found and implemented in accordance with the individual requirements. Validation therefore enables a statement to be made about the applicability of a solution for a specific problem in the respective environment.

Similar to certification, validation is carried out in defined validation cycles and takes place in close co-operation with your company's employees. In addition to careful pre- and post-tests, an on-site assessment is also part of the validation process. This involves interviews with employees and managers, an inspection of the operating areas and a review of the relevant documents. A full revalidation takes place three years after the first validation, and monitoring takes place in the years between validations.

IT security

Certified ISMS according to ISO/IEC 27001

1. Topicality and economic importance

Cyber attacks continue to pose new challenges for companies and organisations worldwide. In addition to attacks with a criminal background, this also includes targeted attacks against utility services. In Germany, the IT Security Act aims to oblige operators of so-called "critical infrastructures" to prepare for these new threats.

Against this backdrop, the establishment of an information security management system (ISMS) in accordance with ISO/IEC 27001 is an approach for many companies both for the structured improvement of information security and for gaining a competitive advantage. In order to be able to prove to customers and regulators that the ISMS is operated in compliance with the standard, certification can be useful and sometimes even necessary.

 

2. Content

The positive external impact of a certified ISMS in accordance with ISO/IEC 27001 for existing or potential customers has recently been supplemented by a regulatory component in Germany due to the requirements of the IT Security Act.

As a service provider in particular, certification to ISO/IEC 27001 is a popular and valid means of demonstrating to customers that information security risks are handled in a targeted and structured manner. Appropriate certification often eliminates a large part of the effort involved in service provider audits on information and IT security.

In the context of the IT Security Act, requirements have now been defined for relevant economic sectors with the publication of the second regulation on the designation of critical infrastructures in mid-2017, which deals with the "finance and insurance", "health" and "transport and traffic" sectors. The corresponding regulations for the "energy", "information technology and telecommunications", "water" and "food" sectors have been in force since May 2016. In concrete terms, this means that the two-year deadline for KRITIS operators is now running, during which the requirements from the IT Security Act must be analysed and, if necessary, implemented. The legislator has set a deadline for this of two years after the corresponding regulation comes into force, meaning that the deadline for KRITIS operators from the sectors covered by the new regulation is 1 July 2019. The core elements are the critical systems at operators and the threshold values defined for them. These determine the point at which a certain installation is considered a KRITIS and the respective operator is considered a KRITIS operator.

One of the core requirements of the IT Security Act for KRITIS operators is the obligation to implement appropriate security standards to protect critical services. This involves technical and organisational measures for a legally compliant minimum level of IT security. Examples of this include, in particular, information security management systems (ISMS), which can be based on the international standard ISO/IEC 27001, for example, according to the BSI statement.
Although certification in accordance with ISO/IEC 27001 alone is not sufficient for KRITIS operators (further requirements must be considered here), it is in any case a very good starting point for successfully providing evidence to the BSI.

Anti-corruption

Certification according to ISO 37001

1. Topicality and economic significance

In October 2016, the International Organisation for Standardisation (ISO) published the first international standard for anti-corruption management systems, ISO 37001: ISO 37001. In 2025, the standard was updated to take greater account of requirements relating to leadership culture, conflicts of interest, due diligence and even climate risks, among other things. The standard can be used by companies to establish or further develop an anti-corruption management system and, in addition to ISO certifications, offers the opportunity to obtain a statement on the effectiveness and status of the compliance management system in relation to anti-corruption. ISO 37001 certification enables board members and management to demonstrably fulfil their duty of care, while supervisory boards can satisfy themselves that appropriate measures to prevent, detect and combat corruption are in place within the company. ISO 37001 is used worldwide to establish a robust anti-corruption management system, demonstrate compliance with legal regulations and strengthen the trust of business partners and stakeholders.

ISO 37001 certification is a voluntary audit. The standard is structured in such a way that it is applicable to companies of all sizes and industries. The content of the standard is divided into the following elements:

CORSIA

Reporting on CO2 emissions in the aviation industry

What is it about?

International air transport is a key pillar of our economy. It connects people and goods worldwide, opens up new markets and secures many jobs worldwide. In addition to its economic importance, air transport is also of great environmental significance, not least due to the greenhouse gases and air pollutants it produces.

This is reflected in aviation's climate protection strategy, which aims to keep CO2 emissions as low as possible despite the growth in international air traffic and to stabilise them from 2020. In order to achieve this goal, the member states of the International Civil Aviation Organisation (ICAO) adopted a global CO2 compensation system in 2016 - the Carbon Offsetting and Reduction Scheme for International Aviation, or CORSIA for short.

CORSIA is a market-based system in which CO2 emissions from international flights can be offset with emission allowances from emissions trading systems and project credits (known as offsets). However, CORSIA's ambitious goal is not to offset CO2 emissions through offsets, but to achieve the long-term decarbonisation of international aviation through innovative technologies and the use of sustainable fuels such as biokerosene or green hydrogen1.

 

Who is taking part in CORSIA?

More than 190 ICAO member states, with the exception of economically less developed countries, some small states and developing countries without access to the sea, participate in CORSIA. Aircraft operators of these states that produce more than 10,000 tonnes of CO2 emissions per year from international flights with aircraft that have a maximum take-off weight of more than 5.7 tonnes undertake to monitor and report CO2 emissions from international aviation.


CO2 emissions from domestic flights are not affected by CORSIA, but may have already been covered by other emissions trading systems such as the EU ETS, particularly in the EU.

 

When will CORSIA be implemented?

CORSIA will be implemented in three phases. In the first two phases – pilot phase from 2021 to 2023 and phase I from 2024 to 2026 – participation in CORSIA is voluntary. So far, 126 countries (including all EU states), which together account for around 80% of global transport performance, have decided to participate in CORSIA at the start of the pilot phase. In phase II from 2027 to 2035, all member states are obliged to participate in CORSIA. This should ensure that at least 85% of international air traffic is covered.

To determine the emissions baseline, aircraft operators from all ICAO member states were required to monitor and report their CO2 emissions in 2019, regardless of their timetable for participation.

Overlap with the EU Emissions Trading Scheme

Aviation has been included in the EU Emissions Trading Scheme since 2012. Aircraft operators must monitor and report their CO2 emissions from flights within the European Economic Area (EEA) on an annual basis. This means that CO2 emissions from European international flights have been subject to annual reporting under both the EU Emissions Trading Scheme and CORSIA since 1 January 2019.

In order to harmonise both systems, uniform rules2 for monitoring, reporting and verification (MRV) are used in the EU so that aircraft operators only have to present one monitoring concept for both systems.

 

What is the role of the aircraft operator?

Monitoring concept:

For the purposes of reporting their CO2 emissions, aircraft operators are subject to the provisions of the regulations for monitoring and reporting greenhouse gas emissions (MVO). Aircraft operators are obliged to draw up a monitoring plan, which must be approved by the competent authority of the state to which it is assigned. In addition to identifying the aircraft operator, this must contain information on the fleet, fuel and data management, as well as the methodology for recording the fuel used and dealing with data gaps. Once approved, the monitoring concept must be complied with and used for reporting purposes. Changes to the concept always require authorisation from the relevant competent authority.

 

Emissions report:

The aircraft operator is obliged to prepare an annual report on its total CO2 emissions from international aviation. For this purpose, a template from the relevant competent authority can be used if necessary. In any case, the minimum requirements from Annex 5 of the CORSIA3 decision must be met. Following mandatory verification, the emissions report must be submitted to the relevant competent national authority by the deadline (e.g. 31 March in the EU).

 

Verification:

The aircraft operator must commission an independent and accredited auditor to independently verify the data in the emissions report. The auditor carries out the verification of the information and data provided by the operator. Once the verification has been completed, a verification report is drawn up and must be submitted to the competent national authority together with the emissions report.

EDL-G

1. Topicality and economic significance

With the 2015 revision of the Energy Services Act (EDL-G), the German legislator is transposing the EU's energy efficiency strategy (Directive 2012/27/EU) into national law. The overarching goal is to increase energy efficiency and energy savings in companies and organisations across Europe. The EDL-G is therefore considered an important component of the energy transition and serves as a partial aspect of achieving the German government's goal of reducing primary energy consumption by 20% by 2020 and by 50% by 2050 compared to 2008. As part of the new version of the EDL-G, energy audits in accordance with the DIN EN 16247-1 standard or management systems in accordance with ISO 50001 or EMAS will become mandatory for large companies that are not SMEs according to the EU definition.

 

2. Content

Numerous German companies are obliged to carry out regular energy audits in accordance with the EDL-G. This applies not only to energy-intensive companies in the manufacturing industry, but to all sectors, provided the following criteria are met:

  • more than 250 employees in the company or
  • an annual turnover of more than 50 million euros
  • and an annual balance sheet total of over 43 million euros.

 

This also applies to companies that fulfil the above criteria as part of a group of companies or together with partner or affiliated companies. In addition, all municipal companies are included if the associated municipality has more than 5,000 inhabitants. However, the introduction of a corresponding management system or an energy audit can also make sense for small and medium-sized enterprises (SMEs) that do not fulfil the above criteria, as the implemented structures and knowledge gained can have a positive impact on the company in many areas.

In order to fulfil the requirements of the EDL-G, there are various options available to the companies concerned: Firstly, the introduction and subsequent certification or validation of a management system in accordance with ISO 50001 or EMAS, and secondly, an energy audit in accordance with DIN EN 16247-1. Such an energy audit is carried out by a qualified and independent expert, provides for an energy consultation and must be repeated every four years. As part of the audit, the energy flows in your company are recorded, the current energy situation is analysed and energy performance indicators are drawn up. The information obtained is presented in a comprehensive energy balance sheet. This enables a systematic evaluation of energy use and consumption in your company.

KRITIS

1. Topicality and economic significance

In Germany, there are numerous organisations and institutions that provide basic services for the community. They thus form the basis of our everyday lives and are important for the state community or public safety. This is why they are also referred to as critical infrastructures (KRITIS). The stability of these infrastructures is also increasingly threatened by cyber attacks. Advances in digitalisation and networking mean that failures or disruptions to IT components can, under certain circumstances, also have a negative impact on supply services and, in the worst-case scenario, lead to a complete interruption of supply.

 

2. Content

We have been following the developments and changes to the KRITIS sectors, the IT Security Act and the KRITIS ordinances since the first draft of the law. With the IT Security Act, which came into force in July 2015, the legislator has created a regulatory requirement for information security that is intended to lead to a higher level of security and thus prevent failures. Supplementary legal ordinances from 2016 and 2017 (KRITIS Ordinance) concretise the IT Security Act. They are intended to help identify who falls under the regulations of the Act as a KRITIS operator.
